Job Duties:
The following duties, which don't have to be exhaustive, will be carried out by the project director:
To ensure that the overall Project's objectives and targets are met in accordance with the loan agreements and project documentation, plan, direct, coordinate, and lead activities.
Make ensuring that the project implementation procedures follow all applicable financial, procurement, and fiduciary regulations.
Oversee the PMU team, represent PMU/EA in meetings with key stakeholders regarding the implementation of the project, its goals and deadlines, and engage in external communication.
Handle the daily operations of the PARIP/PHSP, including management of finances, procurement, social and environmental safeguards, contract management monitoring & evaluation, and gender compliances.
Manage the entire PMU personnel:
As per the work scope and contractual requirements, oversee and offer technical direction to the Project Management and Construction Supervision Consultant (PMCSC).
As per the job scope and contractual requirements, oversee and offer technical direction to the soft component consultants.
Oversee the PMU teams' monthly responsibilities and assignments, as well as the Project Implementing Consultants/Experts', and offer direction and help for any difficulties. You should also conduct regular performance reviews.
Lead, oversee, and manage the budget planning for the project; establish the timetable, budget, and practises for managing the project's staffing needs and allocating available resources for each fiscal year; oversee the project budget and guarantee financial accountability with the help of the project team.
Manage the creation of Annual Operational Plans (AOPs) while supervising the necessary PMU team, and monitor overall progress and planned outcomes. Identify risks and problems, and take appropriate action.
Oversee the implementation of the plan and lead the formulation of the annual project procurement plans.
Oversee the projected targets for personnel needs and oversee the yearly Human Resources (HR) strategy formulation.
To effectively complete the project, create a detailed work plan that identifies and organises the project activities in accordance with the resources (time, money, equipment, etc.).
With senior PMU management and other pertinent staff, go over the project timeline and make any necessary revisions.
Identify the goals and metrics by which the project will be assessed once it has been completed in cooperation with important stakeholders.
Act as the drawing and disbursing officer and strictly adhere to the project director's delegation of financial power requirements as forth in the Punjab Delegation of Financial Power Rules, 2016.
Prepare and submit PC-Is and their updated versions for review by the appropriate forums as and when necessary.
Participate in and/or serve as secretary for the project steering committee.
Serve as the Procurement Committee's and the Consultant Selection Committee's chairman.
Carry out any additional assignments or responsibilities that C&WD Punjab, ADB, etc. may issue.
